How This Calculator Works

This calculator estimates your performance on the U.S. Marshals Service Physical Efficiency Battery (PEB) — the fitness test that Deputy U.S. Marshal and Federal Enforcement Officer candidates must pass before being hired or attending training, and that serving personnel retake every two years. You enter your sex, age, and results in three events, and the tool reports a percentile and fitness category for each.

Before anything else, the most important thing to understand about this particular calculator:

Why this one is a ranking, not a pass/fail. Unlike most agency tests, the USMS does not publish its exact numeric cut scores or the passing percentile for the PEB. We will not invent those numbers. What the Service does tell us is that the PEB is built on Cooper Institute norms and applied as a relative standard. So this tool ranks you against those published Cooper norms and reports your percentile and category — it cannot tell you whether you'd officially pass. When the USMS publishes its cut scores, this calculator will be updated to show a pass line.

The Three Events

The PEB's three core assessments are:

  • 1.5-Mile Run — a timed run at maximal effort, measuring aerobic endurance. Lower time is better.
  • 1-Minute Push-ups — maximum push-ups in 60 seconds, measuring upper-body muscular endurance.
  • 1-Minute Sit-ups — maximum sit-ups in 60 seconds, measuring core muscular endurance.

For the two repetition events, more reps rank higher; for the run, a faster time ranks higher. The calculator handles that inversion for you, so a strong score always shows as a higher percentile.

What a Percentile and Category Mean Here

A percentileIf your push-ups land at the 70th percentile, you performed better than about 70% of the Cooper reference group of your age and sex on that event. tells you how you compare to others of your age and sex in the Cooper reference data. The tool then groups that into a five-level category, using the standard Cooper anchor labels:

Poor (~5th) · Below average (~25th) · Average (~50th) · Above average (~75th) · Excellent (~95th).

The overall profile averages your three event percentiles into a single category, so you can see your rounded fitness picture at a glance. Because there's no official pass line to show, this average is the headline — a snapshot of where you stand, not a verdict.

Why the PEB Is Built on a Relative Standard

Court records describing the PEB explain the design logic: because aerobic capacity and strength differ on average with age and sex, the test is set up as a relative rather than absolute standardA man and a woman of the same age may have different absolute target times, but each is measured against the average for their own age/sex group — so both are being asked to reach the same relative level of fitness.. A 25-year-old man and a 35-year-old woman are each compared against the average of their own age and sex group, so everyone is asked to reach the same relative level of fitness even though the absolute numbers differ. That is exactly how a percentile-based, Cooper-derived test behaves — which is why ranking you against the Cooper norms is a faithful reflection of the PEB's logic, even without the official cut line.

How to Read the Cooper Norm Chart

The chart shows, for each event and your sex, the rep count or run time at the 5th, 25th, 50th, 75th, and 95th percentiles across age brackets, with your bracket highlighted. Reading across your row tells you what each fitness level looks like; comparing your result to those columns shows roughly where you land. The calculator does the precise interpolation between anchors for you.

A Note on Data Accuracy

The percentile anchors are the published Cooper Institute 2013 norms (Physical Fitness Assessments and Norms for Adults and Law Enforcement) — reproduced exactly, not estimated. Two honest caveats are built into the tool rather than papered over:

  • The Cooper population skews fit. These norms come from Cooper Clinic patients, who opt into preventive-health assessment and are generally fitter than the public — so a given percentile here is a tougher bar than the same percentile in a general-population sample.
  • Two named gaps. Cooper publishes no female push-up norms past age 49, so for women 50+ that event shows "no Cooper norm" and is left out of the average rather than guessed; and the run uses the Cooper 60–69 row for the 60+ bracket.

And the central caveat, once more: the USMS passing cut scores are not public, so this is a Cooper-based ranking, not an official result. Confirm current standards with a USMS recruiter or at usmarshals.gov.

Why These Fitness Qualities Matter

The three events sample complementary capacities. The 1.5-mile run measures aerobic endurance — the base for sustained effort; push-ups measure upper-body strength-endurance; and sit-ups measure core endurance. Deputy U.S. Marshals carry out fugitive operations, prisoner transport, and judicial security, work that draws on all three, so the PEB checks a rounded base rather than a single standout quality.

The strengths of this kind of test are objectivity and repeatability with minimal equipment. Its limit is that it is a general fitness screen, not a simulation of the job — a strong ranking shows a solid physical base, not job competence by itself.

Data Sources and Methodology

  • U.S. Marshals Service — Fitness Standards (usmarshals.gov). The PEB structure: three core events (1.5-mile run, 1-minute push-ups, 1-minute sit-ups), graded by age and gender, required before hiring or training and retaken bi-annually.
  • U.S. Department of Justice court filing on the PEB. That the PEB is based on Cooper Institute standards and applied as a relative (percentile) standard rather than an absolute one.
  • Cooper Institute (2013), Physical Fitness Assessments and Norms for Adults and Law Enforcement. The percentile anchors (5th/25th/50th/75th/95th) for each event by age and sex, which this tool interpolates.

A note on methodology: percentiles are linearly interpolated between the published Cooper anchors; the run is inverted so that faster times map to higher percentiles. No USMS-specific cut score is assumed or displayed, because none is published.

Limitations and Important Caveats

  • Not an official result, and not a pass/fail. This is a Cooper-norm ranking. Only a USMS-administered PEB against the Service's own cut scores can tell you if you pass.
  • Cut scores are not public. The passing percentile isn't published; when it becomes available, the calculator will be updated.
  • Norms skew fit. The Cooper Clinic population is fitter than average, so these percentiles are a harder bar than general-population norms.
  • Named data gaps. No Cooper female push-up norm past 49; the run uses the 60–69 row for 60+.
  • Fatigue is real. On test day the events are done in sequence; fresh, isolated attempts can overstate your true result.
  • Standards can change. Confirm current requirements with a USMS recruiter or at usmarshals.gov.
